改革开放三十年来,我国干部人事制度改革也取得了显著的成绩,与之相伴随,当代中国进行了三次政治精英转换。本文通过对西方经典精英转换理论进行梳理分析,认为西方经典精英转换理论不能够解释当代中国政治精英转换的独特性质。当代中国政治精英转换是高层领导人主导的以政治稳定为基础的政策过程,是高层领导人根据政治利益需要以及社会经济的发展变化所推动的体制内干部人事变动过程。随着制度和法规的完善,这种政策选择过程必然趋向于制度规定。
In the three decades since the reform and opening up, China’s cadre and personnel system reform has also made remarkable achievements. Accompanying it, three rounds of political elite transformation have taken place in contemporary China. Through the analysis of the western classical elite transformation theory, this paper argues that the western classical elite transformation theory can not explain the unique nature of the transformation of contemporary Chinese political elites. The transformation of political elites in contemporary China is a policy process based on political stability led by top leaders and is a process of personnel changes in the cadres within the system driven by top-level leaders’ needs for political interests and socio-economic development. With the improvement of the system and laws and regulations, this policy selection process inevitably tends to institutional rules.
