我国水利建设管理体制的改革浪潮从“鲁布革冲击”开始。1984年,云南鲁布革水电站大胆引进世行贷款,对引水工程实行国际招标及合同管理,成为我国水利建设管理体制改革的第一个里程碑。
The wave of reform in China’s water conservancy construction management system started with the impact of Lubuge. In 1984, Yunnan Lubuge Geothermal Power Station boldly introduced World Bank loans and implemented international bidding and contract management of diversion projects, making it the first milestone in the reform of China’s water conservancy construction management system.
