我们利用中国省域制度环境的面板数据,实证检验了制度环境对企业技术创新的影响,发现市场中介组织的发育和要素市场发育对企业技术创新产生了显著正向影响。在市场中介组织发育的制度细分指标中,律师和会计师等市场中介组织服务条件、行业协会对企业的帮助程度这两类细分制度指标对企业R&D投资有明显的影响,其他如对生产者合法权益的保护等制度指标却没有促进企业技术创新的投入。而在要素市场的发育程度指标中,金融业的市场化、技术成果市场化程度这两个要素发挥了明显的作用,但是,引进外资的程度,劳动力流动性没有发挥出应有的制度效果。
Using the panel data of China’s provincial institutional environment, we empirically test the impact of institutional environment on technological innovation of enterprises. We find that the development of market intermediary organizations and the development of factor markets have a significant positive impact on technological innovation of enterprises. In the system of subdivision indicators of the market intermediary organizations, lawyers and accountants and other market intermediary organizations, service conditions, the level of industry associations to help enterprises have two types of sub-system indicators have significant impact on corporate R & D investment, others such as producers The protection of legal rights and other institutional indicators did not promote the technological innovation investment. However, in the indicators of the degree of development in the factor market, the two elements of the marketization of the financial industry and the marketization of technological achievements have played a significant role. However, the extent of the introduction of foreign capital and the mobility of the labor force have not given due institutional effect.
