积极探索大部门体制改革是十七大以来我国行政管理体制改革进程中备受关注的一大亮点,“十二五”规划纲要明确作出了“坚定推进大部门体制改革”的部署。在探索改革的过程中,交通运输领域的大部门体制改革取得了明显进展。然而,由于现行铁路管理体制的特殊性和复杂性,造成了铁路管理体制改革的滞后。2011年“7·23”甬温线动车追尾事故的发生,不仅敲响了铁路安全生产的警钟,铁路管理体制改革也再一次引起关注。如何在大部门体制改革的背景和框架下推进铁路管理体制改革?如何选择改革的方向、路径和模式?本刊“本期关注”栏目特邀请有关专家和学者对这一问题进行探讨,以飨读者。
