党的十六届三中全会根据我国社会主义现代化发展新阶段的新要求,明确提出“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”。这一科学发展观,必然要求加快转变政府职能。全面、协调、可持续的科学发展观,其本质内涵是对人的主体地位的肯定和尊重,是追求经济社会和人的全面发展的价值取向。这种本质内涵,要求政府要把创造和提供促进人的全面发展的条件、环境、公共服务作为履行行政职能的出发点
In accordance with the new requirements of the new stage of socialist modernization in our country, the Third Plenary Session of the 16th Central Committee of the Party explicitly states: “Persisting in people-oriented principle and establishing a comprehensive, coordinated and sustainable development concept and promoting the all-round development of economy, society and people”. This scientific concept of development will inevitably require the acceleration of the transformation of government functions. A comprehensive, coordinated and sustainable scientific concept of development whose essence is affirming and respecting the dominant position of the people is the value orientation of pursuing the all-round economic, social and people development. This essential connotation requires the government to regard the conditions for creating and providing comprehensive human development, the environment, and public services as the starting point for performing administrative functions
