本文在归纳我国煤炭生产与消费系统特点及存在问题的基础上,分析煤炭中转基地建设的作用和意义,同时根据对煤炭中转基地的财务、经济效益、社会影响、风险因素的进一步分析指出,依托沿海港口建设煤炭中转基地、有选择地建设内河港口煤炭中转基地是必要的,但建设陆路煤炭中转基地应审慎对待。
On the basis of summarizing the characteristics and existing problems of China’s coal production and consumption system, this paper analyzes the function and significance of the construction of coal transit base. At the same time, based on the further analysis of the financial, economic, social and risk factors of the coal transit base, The construction of coal transit bases in coastal ports and the selective construction of inter-river port coal transit bases are necessary, but the construction of land coal transit bases should be treated with caution.
