This article discusses the rationality of the library management concept from “reader first” to “librarian first” from three aspects: theoretical basis, social foundation and the requirements of the law of library internal development. Considering that the proposal of “the first librarian” is a necessary requirement for the development of the library in the age of knowledge-based economy
