湖南省财政厅厅长章锐夫同志近日就当前湖南省财政工作实际,提出要适应市场经济要求,切实转变财政职能。 章锐夫指出,当前,财政职能范围规范、宏观调控能力弱化的问题尚未从根本上得到解决,现有的财政职能状况还远远不适应社会主义市场经济的发展要求。具体反映到财税工作上体现为“三多三少”:一是就财政论财政的多,抓财政与抓经济相结合的少。二是具体的业务操作多,超前的政策研究少。三是资金供给上包揽过多,体现政策导向作用的偏少。章锐夫同志认为,所有这些问题从根本上讲都是财政职能转变滞后的表现,并由此带来了财税工作上 Recently, Comrade Zhang Ruifu, director of Hunan Provincial Department of Finance, recently proposed to meet the requirements of the market economy and actualized the financial functions of Hunan Province.
