专家参与立法是近年来在地方立法实践中被反馈为效果较好的一种公众参与形式,专家参与立法能够在多个领域为立法工作创造多种价值,有利于促进民主立法的实现。目前我国专家参与地方立法活动中仍然存在一些问题,包括法律定位不清、利益表达机制不充分、保障措施不完善等,可能会影响到专家参与立法良好效果的实现。因此,需要对相关立法进行完善,建立良好的利益表达机制和监督机制,同时提供制度和物质保障,进一步为专家参与地方立法提供良好的制度支持。 Expert participation in legislation is a form of public participation that has been fed back in local legislative practice in recent years and has achieved good results.
