人民法院是基层治理创新工作的参与者、推动者、保障者,发挥着化解社会矛盾、规范和指引社会行为、促进党委政府铺开社会治理创新等作用,在全面推进依法治国进程中,人民法院应充分发挥司法职能,规范司法程序,加强释法明理、强化审判公开,提升司法权威、延伸审判职能,创新司法服务、多部门联动建立诉调联合机制,从而有效推进基层治理创新工作。
The people’s courts are the participants, promoters and guarantors of grassroots governance innovations. They play the role of resolving social conflicts, standardizing and directing social behaviors, and promoting the party committees and governments to launch social governance innovations. In the process of ruling the country by law, the people’s courts We should give full play to the judicial function, standardize the judicial procedure, strengthen the clarification of interpretation of law, strengthen the trial openness, enhance the judicial authority, extend the trial function, innovate the judicial service, and set up a united mechanism for joint action by many departments to effectively promote the innovation of grassroots governance.
