课本循环使用制度是许多国家中小学普遍采用的一种制度,即将课本视同课桌一样,作为公有财产,由国家出资或学校购买,学生借阅,连续使用,一般平均一本课本可以使用5年左右。我国近年虽有课本循环使用的提议,但并未真正实施。近年来,在进一步落实科学发展观、构建节约型社会这一大背景下,课本的循环使用问题又再次引起重视,但在实际推行中,却颇显艰难。
