近年来,信访工作制度不断强化信访人的权利和信访工作人员的职责,促进了信访秩序的好转。若能建立正确的分类原则,找到合理的治理方法,并建立必要的配套措施,信访渠道可成为转型期社会利益更加顺畅的表达渠道和商谈空间,从而发挥更加有效的功能。本文提出分类治理的思路,为进一步疏通信访渠道、促进信访机制法治化提供借鉴。 In recent years, the work system of letters and visits has continuously strengthened the rights of petitioners and letters and visits, and promoted the improvement of letters and visits. If we can establish the correct classification principle, find a reasonable method of governance and establish the necessary supporting measures, petitioning channels can become more smooth expression of social interests in the transition period and to discuss space, so as to play a more effective function. This article puts forward the idea of ​​classified management, which will provide reference for further clearing the channels of letters and visits and promoting the legalization of letters and visits mechanism.
