从1988年5月澄迈老城开发区成立以来,海南的开发区与大特区建设同步,已经历了十多个年头。时至今日,部分开发区已成为所在地区经济发展的新增长点、技术与管理的创新点,成为海南投资最集中、经济发展速度最快的区域之一。然而,与海南建省初期各类开发区一哄而上、遍地开花的“繁荣”景象相比,今天海南的开发区不少已归于沉寂,或举步维艰。面对自身管理体制、投资环境、激励机制、科技含量、职能划分、自我发展能力等方面的欠缺,海南开发区将如何顺利实现自身角色的转变?如何利用自身的优势面对新的机遇与挑战?刊发《献计海南开发区》一文,旨在与大家共同探讨其题中之义。
Since the establishment of Chengma Old Town Development Zone in May 1988, the development zone in Hainan has been in pace with the construction of the Greater China Special Administrative Region and has experienced more than 10 years.
