云南省滇南文山壮族苗族自治州的平远街,位于砚山、文山两县的结合部,是境内外往来的交通要道。一个时期以来,它成了国际贩毒、贩枪的过境集散地,也成为犯罪分子逃避法律制裁的“避风港”。1992年8月31日至11月20日,云南省委、省政府采取“严打”措施为民除害,一举摧毁平远街毒瘤主体——贩毒贩枪团伙,收缴海洛因890多公斤、鸦片80多公斤、各种枪支900多支、子弹近4万发,社会秩序逐渐恢复正常。
