作为一种特殊的机关工作人员流动方式,借调人员解决单位人手不足或专业性人才缺乏问题,本无可厚非。然而现实中的频繁借调、随意借调,导致出现失范借调、违规借调等现象。借调,从“存在即合理”逐步成为“不合理存在”。据有关媒体报道,贵州、河南、福建、黑龙江等地的一些基层干部表示:上级部门连续借调骨干,基层“失血”严重,很多工作难以开展。而且,人事关系错配引起单位内部不团结,助长“求人办事”等不正之风。
