Since the founding of the People’s Republic of China, the country’s highway construction has been developing rapidly. The mileage of roads opened to traffic increased from 80,000 kilometers in the early days of the founding of New China to 1,050,000 kilometers at the end of 1991. However, it still lags behind the development of the national economy. Not only the quantity but also the standard is low. The problems of poor quality are even more prominent. The density and pavement rate of roads are much lower than those of developed countries. Of the existing 1.05 million kilometers of highways in the country, only 5 are highways above Grade II
