项目管理是指为保障项目实际发生的成本不超过项目预算而开展的项目成本估算、项目预算编制和项目预算控制等方面的管理活动。而项目成本控制是在项目实施过程中,通过项目的成本管理,尽量使项目的实际成本控制在计划和预算范围内的一项项目管理工作。从某种意义上说,管理就是控制,就是过程控制和过程管理,其目标就是让好的企业提高产品质量、降低成本,也可以让差的企业淘汰出局。
