随着建设社会主义新农村战略的推进,现代农业建设步伐加快,农村改革不断深化,农民收入不断提高,农民对保险的认识逐步加深,对保险的有效需求也将逐步增强。大力发展农业保险,在服务“三农”的同时合理开发农村巨大的保险市场,对保险业来说既是一个机遇,也是一个挑战。特别是按照现代农业风险防范体系建设的要求,探索建立具有法制保障、政策支持、技术支撑和经营有效的现代农业保险机制,将是促进现代农业保险可持续发展的关键问题。本文结合云南省农业保险发展的基本情况,探索总结实践经验,提出积极发展现代农业保险的相关工作建议。
With the advancing strategy of building a new socialist countryside, the pace of building modern agriculture is accelerating. The rural reform deepens. The income of peasants is constantly increasing. Peasants’ understanding of insurance is gradually deepening. The effective demand for insurance will also gradually increase. To develop agricultural insurance vigorously, it is both an opportunity and a challenge for the insurance industry to rationally develop the huge rural insurance market while serving “agriculture, rural areas and farmers”. In particular, in accordance with the requirements of the construction of a modern agricultural risk prevention system, exploring the establishment of a modern agricultural insurance system with legal protection, policy support, technical support and effective operation will be the key issue for promoting the sustainable development of modern agricultural insurance. Based on the basic situation of the development of agricultural insurance in Yunnan Province, this paper explores the practical experience and puts forward some suggestions on how to actively develop modern agricultural insurance.
