“一带一路”战略的实施必然伴随着大规模的基础设施建设,在财政步入“新常态”的背景下,地方政府陷入了财政困境。本文梳理了“一带一路”战略下18个省区的地方基础设施建设需求现状,描述了财政“新常态”的特征,着重分析了“一带一路”战略下地方政府面临的财政困境,发现地方政府面临较重的财政赤字压力,而现行的财政分权体制和投融资体制都是造成财政困境的制度因素,最后提出了合理制定“一带一路”战略的优惠政策、以财权事权的对等规范央地关系、大力推广PPP项目充分以及发挥金融在“一带一路”建设中的作用等对策建议。
The implementation of the “Belt and Road” strategy inevitably accompanies large-scale infrastructure construction. In the context of the fiscal stepping into a “new normal”, local governments have plunged into financial difficulties. This paper reviews the current situation of local infrastructure construction in 18 provinces and autonomous regions under the “Belt and Road” strategy and describes the characteristics of fiscal “new normal ”. It focuses on the analysis of the problems faced by local governments under the “Belt and Road” strategy However, the current fiscal decentralization system and investment and financing system are the institutional factors that cause financial distress. Finally, we put forward the preferential policies of rationally formulating the “Belt and Road” strategy, We should give full play to the fullness of the PPP project by giving full play to the role of finance in building the Belt and Road initiative and other countermeasures.
