1983年10月18日至22日我参加联合国亚太经社会(ESCAP)在泰国曼谷召开的洪泛区管理防止洪水损失原则讲习班。参加这次讲习班有中国、日本、马来西亚、巴基斯坦、斯里兰卡、泰国、越南的代表,世界气象组织(WMO)和联合国救灾协调组织(VNDRO)也有代表参加。亚太经社会顾问,澳大利亚新南威尔士水资源委员会主任工程师华爱特豪斯(George Whitehouse)在讲习班作了主要发言,各国代表也分别介绍了本国的有关情况。洪水仍是亚太地区的一项严重灾难,据亚太经社会最近调查,本区域年平均洪灾损失约为27亿美元,在一些国家,洪水损失约占国民生产总值的1~2%。为了与洪灾作斗争,洪泛区的管理是非常重要的。虽然事实上洪泛区本是河床的一部
October 18-22, 1983 I participated in a workshop on flood prevention in floodplains organized by ESCAP in Bangkok, Thailand. Representatives from China, Japan, Malaysia, Pakistan, Sri Lanka, Thailand and Vietnam, as well as the World Meteorological Organization (WMO) and the United Nations Disaster Relief Coordination Organization (VNDRO) attended this workshop. George Whitehouse, an adviser to ESCAP and chief engineer of the New South Wales Water Resources Committee of Australia, made a keynote speech at the seminar. Delegations from other countries also briefed each other on their respective situations. Floods are still a serious disaster in the Asia-Pacific region. According to a recent survey conducted by ESCAP, the average annual flood loss in the region is estimated to be about 2.7 billion U.S. dollars.
