在开展工业卫生工作中,有效的管理与健全的体制是工作得以顺利进行的关键,但是在某些地区、某些部门,管理与体制问题始终没有得到很好解决,特别是在当前经济改革时期,就越发显得不适应。为了效率、为了效益,同样需要改革,以使我国的劳动卫生与职业病防治工作跟上客观发展的需要。在这方面,南京化学工业公司张万堂同志提出了《工矿卫生管理失控问题急待解决》一文,文章在总结当前工作现状、大搞调查研究的基础上提出了存在的问题,而更重要的是提出了解决问题的办法。尽管文章在某些方面还有欠缺,但该文仍不失为一篇给人以启迪的好文章。张万堂同志对事业是负责认真的,而且敢于对某些不合理的现状提出尖锐的批评,这种知无不言,言无不尽的精神是值得我们很好学习的。为此,从本期起,我们特开辟了“管理与体制”专栏,并以张万堂同志的来稿作为首篇向广大读者刊出,希望这股春风能引起有关部门、有关领导、有关专业人员的关注,我们非常欢迎我国各条战线上的广大工业卫生管理人员、劳动卫生专业技术人员及有关同志,本着党的“百花齐放、百家争鸣”的方针与精神,结合你们亲身工作的实践发表意见,认真讨论,提出看法,通过不断改革,使我国的劳动卫生与职业病防治工作紧紧跟上时代前进的步伐,以保障我国的生产建设及经济改革事业的顺利进行。
In carrying out industrial hygiene work, effective management and a sound system are the key to the smooth progress of the work.
