中国华电集团公司在国家电力体制改革的大潮中于2003年初正式成立,是国务院国资委直属的特大型企业集团之一,担负着支持国民经济发展和促进中国电力工业快速健康发展的重要使命。华电集团成立伊始,以“职能分割、制约监督”的原则对业务流程进行重组,建立了发电企业业务流程的前台(项目建设)、中台(发电运营)、后台(风险管理)三位一体的管控平台,其中资金的集中管理是后台管理的核心。经过三年多的运作,华电集团摸索并逐步建立起与公司经营战略相适应的资金管理模式,为企业集团所起到的支撑保障作用日益凸现。
China Huadian Corporation was formally established in early 2003 at the tide of national power system reform. It is one of the super-large enterprise groups directly under the SASAC and shoulders the important mission of supporting the development of national economy and promoting the rapid and healthy development of China’s power industry. At the beginning of its establishment, Huadian Group reorganized its business processes based on the principle of “functional separation and restriction of supervision”, and established a trinity of foreground (project construction), medium station (generation operation) and backstage (risk management) of power plant business processes Control platform, in which the centralized management of funds is the core of background management. After more than three years of operation, Huadian Group has been exploring and gradually establishing a fund management model that is compatible with the Company’s business strategy and has become increasingly prominent as a support and guarantee for enterprise groups.
