长沙市财政收入增速在全省而言居领跑者位置。盘点2002年,长沙市财政局又传佳讯:全年完成财政总收入75.48亿元、地方财政收入55.04亿元,与2001年比,同口径分别增长22.13％和22.84％,均高出全省平均水平。对长沙财政收入近些年来持续高速增长之态势,省市领导备感高兴,省委副书记、常务副省长周伯华,省委常委、长沙市委书记梅克保等省市领导同志于马年岁末莅临市局致贺,希望省会的财政工作在深化改革的基础上要更进一步,羊年迈上地方财政收入60亿元的新台阶。省市领导对长沙财政工作的高度肯定和殷切希望,极大地鼓舞了长沙财政人。步入羊年后,局党组发出号召,要求全市财政系统再接再厉,坚持与时俱进,按照江泽民同志“发展要有新思路,改革要有新突破,开放要有新局面,工作要有新举措”的指示精神,立足羊年,放眼今后5年,就下一阶段的财源建设工作展开大调研、大讨论和大谋划。本期专题特请长沙市财政局党组书记、局长姚永春作主持,有选择性地将湖大教授、几位市局领导和长沙市谭仲池市长有关财源建设的先期调研成果进行相应整理,现刊发以供学习借鉴。
Changsha City, the growth rate of revenue in the province in terms of top runner position. Leaders of provinces and cities are very happy about the steady and rapid growth of Changsha’s revenue in recent years. Leaders of provincial and municipal governments, Zhou Pehua, deputy provincial party secretary and executive deputy governor, and Mei Kebao, member of the provincial party committee and secretary of Changsha Municipal Committee, At the end, I came to the municipal council to congratulate him and hoped that the financial work of the capital will go one step further on the basis of deepening the reform. In the early years of the new year, China’s financial revenue reached 6 billion yuan. The provincial and municipal leaders highly affirmed and ardently hoped for the financial work in Changsha and greatly encouraged Changsha financial personnel. After entering the Year of the Goat, the party leadership of the bureau issued a circular calling for the city’s financial system to make persistent efforts and adhere to keeping pace with the times. According to Comrade Jiang Zemin’s “new ideas for development, new breakthroughs in reform, opening new prospects for new developments and new measures for work ”Spirit of the directive, based on the Year of the sheep, look to the next five years on the next phase of the financial construction work to carry out a large research, discussion and major planning.
