In the preface to this article, U.S. Defense Secretary Weinberger and Secretary of State Schultz outlined the purpose and background for the publication of the Soviet strategic defensive plan. The scale of the plan, the significant Soviet success and progress made in strategic defense, and the U.S. Action taken. This article describes the contents of the Soviet strategic defense plan, focus on active defense forces and passive defense forces in two aspects. It focuses on the ballistic missile defense in the Soviet Union, the antimissile double-layer defense system in Moscow and the large-scale early-warning radar system being built. In addition, it also introduces the advanced techniques of Soviet ballistic missile defense, including laser weapons, particle beam weapons, radio frequency weapons, Kinetic energy weapons, computer and sensor technology, the development of anti-satellite and air defense weapons in detail the development and progress of the overview. The article concludes with a discussion of the rationale behind the U.S. plan to develop and implement a strategic defense innovation (SDI).
