推进国有资产的流动与重组,合理配置生产要素是整体上搞活国有经济的关键所在,也是寻求内涵式发展经济的主要途径。对于推进国有经济战略性改组,提高国有资本营运效率,加速实现两个根本性转变,建立现代企业制度等,都具有极强的现实针对性和深远的历史意义。近几年,枣阳市部分国有大中型企业在实现了由产品生产转向商品生产的“第一次跳跃”之后,大胆探索积极实践资本营运之路,取得十分显著的效果。资本营运内涵丰富,模式众多,从枣阳实践看,主要有以下六种:
