乡镇企业萌生之际,正是新旧体制交替之时,困难与机遇并存。巨大的农村市场和丰富的劳动力为乡镇企业的发展提供了良机,而乡镇企业也凭着自身的灵活性、独立性和创造性顽强地成长起来。由小到大、由弱到强,甚至成为整个国民经济的“半壁江山”。也应看到,随着市场的一体化,改革开放的不断深入,国有企业经营体制的转换,大大加剧了市场竞争的激烈程度,如何增强自身抵御风险的能力,如何保存并扩大自己占领的市场,从客观上对乡镇企业加快技术进步、提高质量、降低成本提出了更高的要求。促进科技进步是乡镇企业继续快速发展的必然选择,科技进步是乡镇企业发展的生命源泉。
