目的建立“政府+企业+消费者+认证机构”的四方科学监管模式,完善和提高首都机场口岸餐饮业的食品安全管理体系。方法通过分析现有食品卫生监管模式以及餐饮企业HACCP体系运行现状,以ISO22000:2005食品安全管理体系为基础,提出“政府+企业+消费者+认证机构”的四方科学监管模式,并选取示范餐饮企业,以重大活动期间口岸食品安全保障工作为契机科学监管模式的有效性进行评估。结果四方科学监管模式显著提高了两个示范企业的最终餐食成品的卫生质量,能够有效保障“好运北京”测试赛、奥运会(残奥会)场馆供餐的卫生安全。结论四方科学监管模式可进一步推广应用到整个口岸餐饮业食品安全管理中,并可应用在其他口岸重大国际活动餐饮业卫生保障工作中。
Objective To establish a scientific regulatory model of “government + enterprise + consumer + certification body” to improve and enhance the food safety management system of the port catering industry in Capital Airport. Methods Based on the existing food hygiene supervision mode and the operation status of HACCP system in catering industry, the paper proposed a scientific supervision mode of “government + enterprise + consumer + certification body” based on ISO22000: 2005 food safety management system and selected Demonstration catering enterprises to assess the effectiveness of the scientific regulatory model at the port food safety and security work during major events. Results The scientific supervision mode of the four parties significantly improved the hygiene quality of the final meal products of the two model enterprises and effectively guaranteed the hygiene and safety of food supply for the “Good Luck Beijing” test match and the Olympic (Paralympic) venues. Conclusion The scientific regulatory model of the Quartet can be further popularized and applied to the food safety management of the entire port catering industry and can be applied to the health care work of catering industry in major international events at other ports.
