提高政府绩效,始终是公共管理追求的根本目标和存在的根本价值。作为一种新的政府治理工具,政府绩效评估无论在理论还是实践层面上都受到了国内外的高度重视。开展贫困县政府绩效评估的第二阶梯由三个台级组成,首先梳理出政府绩效评估理论基础:科学发展观和正确的政绩观、新行政管理理论、可持续发展理论、多中心理论;其次寻找评价的科学尺度;最后把“刚性”与“柔性”相结合,从经济发展、公共产品与服务、人口素质、生态环境、社会公正与安全等六个方面,提炼了一套有特色的贫困县政府绩效评估指标体系。
Improving government performance has always been the fundamental goal and the fundamental value of existence in the pursuit of public administration. As a new government governance tool, government performance evaluation has been highly valued both at the theoretical and practical levels. The second step to carry out the performance evaluation of the poor county government consists of three stages. Firstly, it outlines the theoretical basis of government performance evaluation: the scientific concept of development and the correct concept of performance, the new administration theory, the theory of sustainable development, and the polycentric theory. Finally, we combine “rigidness” with “softness” to extract a set of six aspects from the aspects of economic development, public goods and services, population quality, ecological environment, social justice and security Characteristic Poor County Government Performance Evaluation Index System.
