随着社会的发展,作为社会弱势群体的少年儿童的安全问题越来越为人们所关注。2000年4月,共青团中央、教育部、公安部、全国少工委共同在少年儿童中组织开展了“中国少年儿童平安行动”;2004年在全国学校安全工作会议上,学校安全工作又被列入教育部的工作要点之中。不少学校少先队组织高度重视安全工作,为抓好安全教育,不断提高师生的安全意识和安全素质,使安全教育工作制度化、经常化;为杜绝安全隐患,遏制安全事故的发生,也采取了一系列措施,组织开展了众多活动。但在一些学校,借此限制学生参加校外的社会实践话动,甚至是校内的课外活动,以“保证”学生安全的作法,却在不同程度上阻碍着少先队工作的顺利开展,影响着少年儿童的健康成长。少先队组织要充分发挥以活动育人、维护少年儿童合法权益、保护少年儿童健康成长的优势,就要在安全方面有相应的具体对策。下面介绍的就是基层辅导员在实践中提出的一种对策——制定少先队活动的安全预案。
