图书馆作为信息时代的服务行业,承担着前沿信息的传播以及时代智慧成果的继承与发展,国内外图书馆事业的比较研究发现图书馆的可持续发展,首要解决的两个问题就是图书馆的立法与制度建设。立法能巩固图书馆的合法社会地位,是图书馆得以生存的基础;制度能保证图书馆事业的健康运行,是图书馆得以发展的保障。因此,我国图书馆事业的立法与制度建设,必须为保障图书馆事业的持续发展而设立。
As a service industry in the information age, the library undertakes the spread of cutting-edge information and the inheritance and development of the wisdom achievements of the times. The comparative study of the library undertakings at home and abroad finds that the two problems that the library solves most are the library’s Legislation and system construction. Legislation can consolidate the legal status of the library is the basis for the survival of the library; system to ensure the healthy operation of the library business is the guarantee for the development of the library. Therefore, the legislation and system construction of our country’s library undertaking must be set up to guarantee the sustainable development of the library undertaking.
