什么因素塑造、影响着地方政府对公共服务的供给?地方官员的成长经历如何推动地方公共服务的供给?本文以地方基础教育为案例,探讨地方官员的职业路径对当地公共服务供给的影响。研究发现,具有长期在当地工作经历的官员更有能力推动对基础公共服务的供给。本研究拓展了Riker的分权理论的应用范围,同时对当前国家积极提倡的群众路线,包括干部提拔所必须要求的基层工作经历,可以提供必要的经验研究和理论上的支持。
What factors influence the local government’s supply of public services? How do the growth of local officials promote the supply of local public services? This article takes the local elementary education as an example to explore the influence of the career path of local officials on the supply of local public services. The study found that officials with long-term local work experience are more able to promote the supply of basic public services. This study expands the application scope of Riker’s decentralization theory. At the same time, it can provide the necessary empirical research and theoretical support for the mass line actively advocated by the state at present, including grassroots work experience that cadres must promote.
