山东省青岛市卫生局认真贯彻国务院关于搞好医疗机构配套改革,推进医疗保险制度改革顺利实施的精神、结合本市实际,不等不靠,知难而进,大胆实践,经过深入细致的调查研究,于1999年初在卫生系统率先制定出台了包括三大方面9项内容的《青岛市医疗机构配套改革实施方案》,目前,已取得明显成效。 首先,《青岛市区域卫生规划》方案已经青岛市政府颁布实施。通过采取关、停、并、转、迁等方式对53个医疗卫生单位进行了机构调整(其中,市卫生局直属单位由29个减少到21个),使卫生资源的配置和医疗卫生单位的结构布局日趋合理;其次,人事制度改
