This article is based on the value-based group-based behavioral safety system implemented in the refinery case-tracking study. The Employee Safety Team defines the safety value of the refinery and has developed the principles that govern the design and implementation of the system. The behavioral safety system includes: (a) safety assessments; (b) safety-related values and related practices; (c) overview of program design and implementation; (d) safety observation training; (e) feedback, recognition and celebration; Program maintenance. Statistics and analysis of data over the past 20 years show that the system of behavioral safety has a long-term effect on security incidents and related direct costs such as those recorded in the case and the loss of working hours. In the eight years after the implementation of the behavioral safety system, the number of recorded safety incidents decreased by 81%, the number of man-hours lost was reduced by 79% and the annual worker compensation costs decreased by 97%. This article includes an interview with the vice president of the refinery, mainly to show readers the impact of a behavioral safety system on safety culture in a refinery.
