中国古代“厚禄养廉”思想的理论基础是人的双重属性和“好利恶害”的人性论。在当代廉政法治建设过程中,引入“厚禄养廉”思想,不仅充分尊重人的自然属性和社会属性,而且有利于人们思考利益追求的合理性和有度性。“厚禄养廉”思想对于当代廉政法治建设有着重要的借鉴意义:一是需要建立较为完善的需求表达机制;二是需要构建科学的薪酬原则,即符合市场规律的正常增长原则、可接受的差别对待原则、薪酬构成比例合理原则。
The theoretical basis of the ancient Chinese thought of “keeping a rich culture and keeping the poor” is the human nature of the dual nature of human beings and the “good and evil”. In the process of building an honest and clean government by law, the idea of “enriching the common good and keeping the poor” has been introduced. It not only fully respects the natural and social attributes of people, but also helps people to think rationally and rationally. The principle of “keeping one’s moral integrity” provides an important reference for the contemporary construction of law and order in an honest and clean manner: first, we need to establish a sound mechanism of demand expression; second, we need to establish a scientific principle of pay, that is, the principle of normal growth in line with market laws, and acceptable The principle of differential treatment, the proportion of remuneration constitutes a reasonable principle.
