农四队1986年的生产责任制,是兵团科委、兵团农业局和二二二团三方研究制定的。主要内容有三:(一)生产责任制的组织形式:将全队1986年计划种植的7416亩耕地按照土地质量(一、二、三等),组建四个承包型的联户农场,每个联户农场承包土地分别为1643亩、1846亩2051亩、1726亩,所余841亩休闲地,也划分给各联户农场,一定15年不变。每个联户农场下设粮食专业组,3～4个经济作物(西甜瓜)专业组。专业组的组成由连队和联户农场根据劳力强弱情况,在自愿原则下协商确定,实行劳力与士地结合,贯彻用地养地的原则。(二)1986年的生产与试验指际:根据1984～85两年的实际生产和均产量,团部下达指令性指际,一定三年不变。人均收入1000元、庭院经济户均收入1000元;畜牧业产出肥猪700头(包括家庭养猪),产值占农牧总产的20％以上。
