作为中国农村土地制度改革重要内容的集体林权制度改革对山区农村社会的影响是多维度和深刻的。当前的研究多数着眼于林权改革以后农村林业和经济发展方面的问题,对于林改对山区农村的社会结构、社会秩序、政治生态,以及由此产生的对农村基层治理的影响缺少应有的关注。本文在实地调研基础上对林权改革的社会影响作了较为细致的分析。林权改革既要有利于推动农民增收致富,也要有利于促进农村基层治理,更要有助于农村社会和谐稳定。
The reform of the collective forest tenure system as an important part of the reform of the rural land system in China is multi-dimensional and profound in its impact on rural society in mountainous areas. Most of the current researches focus on rural forestry and economic development after the reform of forest tenure, which lacks due to the impact of forest reform on the social structure, social order and political ecology of rural areas in mountainous areas and the resulting rural grassroots governance attention. Based on the fieldwork, this article makes a more detailed analysis of the social impact of the reform of forest ownership. The reform of forest tenure should not only help promote the peasants’ income and wealth, but also help to promote the governance at the grass-roots level in rural areas and more so that they can contribute to the harmonious and stable rural society.
