How to appraise Li Hongzhang’s controversial issues in the study of the Sino-Japanese War in the Sino-Japanese War of 1894-1895, especially since the signing of the Treaty of Mark and the “Treaty of Shimonoseki.” For a long time, people seem to have come to the conclusion that one is guilty, the other two are wrong, and the other three are responsible. If we do not treat ourselves in prejudice and refrain from following the old traditions and seek truth from facts, we should re-examine what they said and done in the process of signing the Treaty of Mark and the Treaty of Shimonoseki with the interests of the country in the slightest disregard of personal safety. It is not hard to come to a new conclusion: Li Hongzhang is innocent, without fault and without responsibility. Sin in the country weak, wrong in the Qing court, in charge.
