规范与发展是证券市场的两个不同方面,规范侧重的是证券市场的质,发展在侧重质的同时,亦强调证券市场的量。证券市场规范的基本要求和特征是证券市场运行机制和监管机制的不断改革、完善和成熟,基本标志是市场基础性制度完善、规则的法制化和监督管理的有效性;发展的基本表现是证券市场规模的扩大和质量的提高,以及市场体制创新、产品创新和技术创新等。本文就我国证券市场的规范与发展作一些初步探讨。
Norms and development are two different aspects of the securities market. The norm focuses on the quality of the securities market. While focusing on quality, development also emphasizes the stock market. The basic requirements and characteristics of the securities market norms are the continuous reform, perfection and maturity of the operating mechanism and supervision mechanism of the securities market. The basic signs are the improvement of the basic market system, the rule of law and the effectiveness of supervision and management. The basic performance of the securities market is securities The expansion of the market scale and the improvement of the quality as well as market system innovation, product innovation and technological innovation. This article makes some preliminary discussions on the standardization and development of China’s securities market.
