Deng Xiaoping’s thinking on the permanent system of the party congress is the crystallization of the collective wisdom of the party. Its proposal draws on the experience and lessons of the party congress system practiced by the CPSU and sums up the historical experience of the CPC in implementing the congress system. It also urgently needs the building of the ruling party.
