为了全面贯彻执行《放射性同位素与射线装置放射防护条例》(以下简称《条例》)等放射卫生法规,探索放射卫生管理经验。1990年初,绵阳市被确定为全国首批放射卫生综合监督管理示范市。二年来,通过全市放射卫生管理机构和放射工作人员的共同努力,建立了市、县、单位三级管理网络体系;实行分级分类和目标管理责任制;完善了放射工作许可证制度;建立了放射工作人员证制度;开展了《条例》等放射卫生法规和防护知识的宣传、培训工作,从而加强了放射卫生管理,达到了示范市指标要求。1991年10月,通过了卫生部专家组的考核验收。现结合本地实际,对放射卫生监督管理工作提出如下意见:
