1988年,各级轻工业主管部门和广大轻工企业在面对原材料短缺、价格上涨、能源不足、资金偏紧、外汇紧缺、运输紧张等不利因素的情况下,认真贯彻中央关于进一步稳定经济、进一步深化改革,以改革总揽全局和党的十三届三中全会制定的“治理经济环境、整顿经济秩序、全面深化改革”的方针,通过实行各种形式的承包经营责任制,强化竞争机制,深挖企业内部潜力,根据市场需求调整产品结构,大力开发新产品和名优产品,积极发展企业集团和外向型经济,使轻工业生产有了进一步的发展,经济效益也有所提高。据轻工业财务年报统计,完成工业总产值比上年增长18.03%;实现销售收入比上年增长23.4%;实现利税总额比上年增长20.8%,其中:实现利润总额比上年增长24.48%。
