与工商企业不同,政府部门中不具备组织变革及流程再造等条件,基于学习型组织的知识管理模式与科层制情境存在着冲突。围绕着如何发挥出科层制在知识管理中的结构性优势展开讨论,指出相对于学习能力,吸收能力的形成对组织变革的依赖性弱,并以相似组织间互利性和对偶性关系为基础,切合我国政府部门在知识生产、转移、共享与应用上的需求,提出一个基于吸收能力的政府知识管理模型。
Different from the business enterprises, government departments do not have the conditions of organizational change and process reengineering. There is a conflict between the knowledge management model based on learning organization and bureaucratic situation. Based on the discussion of how to develop the structural superiority of departmental hierarchy in knowledge management, it points out that the formation of absorptive capacity is less dependent on organizational change than learning ability, and is based on the relationship of reciprocity and duality between similar organizations , In line with China’s government departments in knowledge production, transfer, sharing and application of the demand, put forward a based on absorptive capacity of government knowledge management model.
