当前水电勘测设计行业挑战重重,锐减的水电资源和境外竞争对手的涌入迫使其管理转型以期长足发展。卓越绩效模式给窘境中的勘测设计企业提供管理转型的理论框架,本文在卓越绩效框架下结合昆明院的现状对科技管理提出新的管理模式,并对相关技术和系统开发建立的要点进行说明,形成以CAD/CAE和3S集成技术为主线,全生命周期管理系统为框架,整合各种辅助系统及成果,覆盖从勘测设计到施工投产的工程建设开发全过程管理。
At present, the hydropower survey and design industry poses a lot of challenges. The plummeted hydropower resources and the influx of overseas competitors force it to transform itself into a long-term development. The model of superior performance provides the theoretical framework for the management of transformation in the dilemma of survey and design enterprises. This paper proposes a new management mode for science and technology management in combination with the status quo of Kunming Institute under the frame of high performance performance, and illustrates the key points of the related technology and system development. Formed a CAD / CAE and 3S integrated technology as the main line, the whole life-cycle management system as a framework, the integration of various auxiliary systems and results, covering from survey and design to construction and commissioning of the whole process of project management.
