一、“一图三表”的内容和制定“一图三表”即施工组织网络图、作业程序表、事故预测表、安全对策表。它是针对工程施工的全过程,以工序为单位,通过对历史经验教训的回顾、施工现场勘察和可能发生事故的分析预测,制定和落实消除隐患、防止伤害事故措施的安全管理方法。其中:施工组织网络图采取网络图形式,在分析工程安全形势的基础上,确定安全管理的主要矛盾线(即多发、易发事故工序),以加强管理;作业程序表,即作业工序的序号,依据施工时间的先后确定;事故预测表是以工序为单位,根据该工序作业历史上曾有过的经验教训,和对本次作业现场的勘察及可能出现的不安全因素,预测该工序作业可能发生的事故;安全对策表主要是根据事故预测的结果,通过对各种相应措施的可行性研究和优化之后,制定防止事故发生的对策,并指定具体实施责任者。
