Japan’s energy resources are extremely scarce, but it has succeeded in circumventing and weakening the risks posed by the shortage of energy during its economic development. In this regard, domestic and foreign scholars have given a high degree of attention and research. At present, the study of the history of energy problems is relatively weak from the perspective of energy technology change. Based on the analysis of technology and civilization, Lewis Mumford explored the breakthrough path to solve the energy problem. Akamatsu and Kojima Ching-kuo and other scholars believe that the progress of modern technology and the 20th century derived energy resources, transport system and the Second World War are closely linked. In addition, by reviewing the development of Japan’s power industry, this paper analyzes the Japanese energy situation before and after the war and concludes that technological progress is the most important force after the 20th century.
