一、基本情况 1994年辽阳市农副产品收购需资金30,000万元,市委、市政府与有关部门协商决定,收购资金分别由农行、企业及财政三家负担,其中,农业发展银行及农业银行为22,368万元,企业自筹6262万元,财政拨补1370万元。年底农行到位资金19,300万元,占应到位的86.28％;企业自筹了3805万元,占应到位的60.76 ％;财政拨补1020万元,占应到位的74.75％。由于今年粮食的收购价格与市场销售价格差距较大,造成农民向国家售粮的积极性不高,因此,在资金到位不足额的情况下,没有出现打“白条”现象。

Therefore, there is no phenomenon of “white bar” when the funds are not fully paid.
