编辑同志: 近年来,我们四川省黔江土家族苗族自治县的干部调动十分频繁,群众形容说:“干部似点水雀”。黔江县经济发展速度不快,原因是多方面的,而干部变动过大,班子不稳定,不能不是一个重要因素。就拿县级领导来说吧,1981年至1985年,县委书记换了三任,副书记更象“走马灯”般转过来,一眨眼又转走了。县政府领导变动情况也如此。1981年以来,县长(包括代理县长)换了五任。这五年多时间里,先后提拔起来的副县长八人,陆续调走四人,因调职调出一人。县级领导班子的变动,必然影响到局、区、乡。如有个区的区委
