中国政府管理处于从“部门行政”向“公共行政”的转型期。中国行政改革的基本任务就是尽一切努力弱化“部门行政”,基本目标就是建立“公共行政”。部门利益已经构成部门行政向公共行政转型的最大障碍,必须以弱化部门利益为主线,有针对性地进行制度设计,推进依然具有“部门行政”色彩的行政管理体制向“公共行政”转变。
Chinese government management is in a period of transition from “departmental administration” to “public administration.” The basic task of China’s administrative reform is to make every effort to weaken the “departmental administration,” with the basic objective of establishing “public administration.” The departmental interests have constituted the biggest obstacle to the transition from departmental administration to public administration. We must take the weakening of the departmental interests as the main line, carry out system design in a targeted manner, and promote the transformation of the administrative system with “departmental administration” color to “public administration.”
