2010年起北京市、天津市、安徽省对口支援新疆和田地区。经过5年的努力,和田地区中小学教育基础设施日臻完善,双语师资队伍水平明显提高,短期内取得了显著的成效。但是,从“公共服务均等化”视角分析,和田地区城乡教育基础建设、教师培训力度、双语教育等仍存在不均等现象;从“横向财政转移支付”视角分析,教育援疆资金带动当地社会经济效益不显著;教育援疆资金注入当地教育资金不充盈;教育援疆提升职业教育效果有待提高等。因此,应做好教育援疆工作的顶层设计、加大对农牧区中小学的投资力度、实现横向财政支付的最大成效化、提升双语教师的综合素质、指导职业教育发展的结构调整等工作。
Since 2010, Beijing, Tianjin and Anhui provinces have counterparts in the Hetian area. After five years of hard work, the educational infrastructure in primary and secondary schools in Wada has been improving. The bilingual teaching staff has improved remarkably and has achieved remarkable results in the short term. However, from the perspective of “equalization of public services”, there is still inequality in the educational infrastructure for urban and rural areas, teacher training and bilingual education in Wada; from the perspective of “horizontal fiscal transfer payment” Promote local social and economic benefits are not significant; education funds into the local education funding is not full of assistance to Xinjiang; education aid Xinjiang to enhance the effectiveness of vocational education needs to be improved. Therefore, we should make the top-level design of education aid Xinjiang, increase the investment in primary and middle schools in rural and pastoral areas, realize the maximum effectiveness of horizontal fiscal payment, improve the overall quality of bilingual teachers and guide the structural adjustment of the development of vocational education .
