本文回顾了上海市浦东新区政府采购制度的发展历程,概括了浦东新区政府采购制度的特点,并揭示了浦东新区政府采购制度存在的问题。为了解决现存的问题,本文借鉴了全国和周边地区的经验,构建了一个有效的公共资源配置管理模式,要求统一公共资源配置的操作平台,保持现有的监管框架和引入市场化的竞争机制。此外,本文还提出了完善浦东新区政府采购制度与公共资源管理模式的建议,对政府采购管理体制与机制进行了创新。
This paper reviews the history of the Pudong New Area Government Procurement System, summarizes the characteristics of the Pudong New Area Government Procurement System and reveals the problems existing in the Pudong New Area Government Procurement System. In order to solve the existing problems, this paper draws on the experience of the whole country and the surrounding areas and constructs an effective management mode of public resources allocation. It calls for unifying the operation platform of public resources allocation, maintaining the existing regulatory framework and introducing the market-oriented competition mechanism. In addition, this article also put forward suggestions to improve the Pudong New Area government procurement system and public resource management mode, and made innovations in the government procurement management system and mechanism.
